What Is Delhi's New Kartavya Bhawan? PM Modi Inaugurates Landmark Project

PM Modi recently unveiled Central Vista redevelopment project's new Kartavya Bhavan in New Delhi which is a part of the 10 Common Central Secretariat buildings. The entire landmark project is a step towards administrative modernisation of India which will be completed in the next 2 years. The Kartavya Bhawan is not just a physical structure but a symbol of our country's growth. It will have offices of several ministries including Home Affairs, External Affairs, Petroleum & Natural Gas, Rural Development, MSME, Department of Personnel & Training (DoPT), Office of the Principal Scientific Adviser.

Earlier, there were different rented offices scattered all around the city. However, now, the Kartavya Bhawan will reduce the government's rental which is estimated to be around ₹1,500 crore.

What is Kartavya Bhawan?

Located in the heart of Delhi, Kartavya Bhawan is a part of the Central Vista redevelopment project. The is high-tech and has been designed sustainably keeping in mind the environment. For the unversed, the name 'Kartavya Bhawan', means the 'Building of Duty.' It reflects the government's focused on responsibility, service, and nation-first thinking.

What are the Key Features of Kartavya Bhawan?

1.5 lakh square metres wide Kartavya Bhawan has been constructed with smart and efficient infrastructure. It is equipped with 7 floors excluding 2 basements with 27 lifts, 67 meeting rooms, and 50+ conference halls. This makes it ideal for high-level coordination between the ministries. It has modern and high-tech security features including a centralised command system, IT-enabled workspaces, digital access control with ID card and CCTV surveillance. Kartavya Bhawan even boasts of a cafeteria, medical room, a yoga/fitness zone and more.

Is Kartavya Bhawan Eco-Friendly?

In the era of climate change eco-conscious living is the need of the hour. Hence, the Kartavya Bhawan has been developed with sustainability at its core. It aims for a GRIHA-4 green rating and includes solar panels which can generate 5.34 lakh units annually, rainwater harvesting systems, smart LED lighting and motion sensors, double-glazed façades for energy efficiency and zero-discharge water management. The building also has EV charging stations and is expected to use 30% less energy in its operation.

Why It Matters

As per the Indian government, several ministries function from buildings which were constructed in 1950s and 1970s like Shastri Bhawan, Krishi Bhawan, Udyog Bhawan, and Nirman Bhawan. They have now become very old and outdated to work from. Therefore, the entire project was ideated by the government. After this Kartavya Bhawan, PM Modi's office is next in line.

Being the first of ten buildings planned under the CCS, Kartavya Bhawan aka CCS-3 sets a strong precedent for future administrative centers in India: clean, smart, and built with a purpose.
